    What Is A Security/Mock Drill And What To Expect On May 7

    On May 7 the Centre has ordered a nationwide civil defence mock drill for states and Union Territories to enhance readiness against hostile attacks. A new directive emerges from the April 22 Pahalgam terrorist attack which killed 26 victims while Pakistan continues their cross-border firing activities.

    Since 1971 India and Pakistan engaged in warfare the nation has not executed another such drill.

    What Is A Mock Drill?

    Organisations and people use mock drill as practice exercises to demonstrate emergency responses in controlled environments. Emergency preparedness drills train people to respond rapidly and efficiently when actual disasters including fires and earthquakes and medical emergencies and security threats occur.

    Participating individuals conduct their emergency actions according to the protocols used for actual emergencies in simulated conditions. People participating in the mock drill train to perform evacuation tasks while providing medical aid and following safety protocols.

    The mock drill will proceed as follows.

    As stated in the notification released by the Union Home Ministry,

    The test will determine whether air raid sirens successfully notify individuals regarding airborne dangers.

    This instructional program teaches the public rapid and secure responses to air strikes.

    During the exercise civil authorities will connect via hotline and radio systems to the Indian Air Force for testing these communications channels.

    Emergency response protocols will be evaluated through testing of the primary control rooms alongside their backup facilities known as shadow rooms.

    Basic civil defence techniques will train all members of society including students to defend themselves against hostile attacks.

    The exercise calls for residents to participate in blackout mock drills that require them to turn off all lights for simulated air raid conditions.

    The authorities will conduct drills to protect vital national infrastructure from detection and attacks in the air.

    Tests will be conducted on the readiness of both rescue teams and firefighters.

    Personnel evacuation plans will be practiced for the de-escalation of groups from danger areas to safety zones.

    Basic first aid practice along with fire fighting equipment usage and emergency shelter techniques will be taught directly to civilians.

    Civil defence districts numbered 244 have established plans for this mock drill which will involve district authorities along with civil defence volunteers and home guards and NCC and NSS and NYKS members and students. All citizens are a part of the emergency response training program.

    The blackout mock drill took place in Ferozepur Punjab through the strategic darkening of lights across cantonment areas. Additional drills will be organized as Pakistan-India tensions continue to rise.

    Mock drills evaluate India’s preparedness to handle emergencies including air attacks and power failures along with evacuation operations. The official message declares that Civil Defence makes up a core element of the Nation’s Passive Defence ensemble. The Civil Defence Act from 1968 establishes standards for implementing Civil Defence measures in vulnerable areas.

    The Ministry of Home Affairs (MHA) advised that states/Union Territories should keep their Civil Defense readiness at peak levels since new and complex security risks have surfaced during the present geo-political conditions.

    The status of educational facilities such as schools and colleges as well as banking institutions remains to be determined.

    All educational facilities including colleges and banks together with government departments and other institutions must work as usual. The emergency exercise can seamlessly operate alongside standard operations without causing extensive interruptions.

    Short power outages and blackout incidents are possible during the mock drill?

    Select locations might conduct brief blackout drills through volunteer-based darkness exercises as crash blackout represents an essential emergency measure to darken targets in the event of air raid attacks.

    Blackout procedures exist as protective measures during enemy air attacks to protect civilians and buildings from harm.

    Civil defence services with warden should observe the early-time camouflaging of essential plants and installations to confirm their prompt response capabilities.

    Warden Services and firefighting teams and rescue operations officials should operate together with depot management personnel.

    The assessment focuses on verifying crash blackout implementation procedures.

    This objective evaluates both the state of readiness for emergency evacuation implementations and their operational success.

    From Blackouts To Taking Shelter: How War Prep Impacts Life Of Civilians

    The country conducts an unprecedented large-scale civil defense security drill on the following day to “train civilians and students for effective civil defence in the event of a hostile attack.” This directive appeared during a peak moment of India-Pakistan tensions after the Pahalgam terror attack that killed 26 civilians.

    A previous national defense drill occurred in 1971 during the battle between India and Pakistan which split Pakistan into two distinct countries resulting in the creation of Bangladesh. During Operation Parakram in 2001-2002 and Kargil in 1999 the armed forces of India and Pakistan engaged in combat near the International Border and LoC due to terrorist operations launched from Pakistan following the Parliament attack.

The 1962 Indo-China war and the India-Pakistan wars of 1965 and 1971 caused complete nighttime darkness throughout big cities such as Delhi and Mumbai alongside Kolkata and Chennai and towns near the borders.

    The 2003 document specifies the procedures for covering automotive lighting equipment as part of blackout operations. “All lights able to produce beam illumination on mobile vehicles require screening” according to this text while providing three possible methods. The method requires dry brown paper to cover the glass with a single layer on the lower region and double layers on the upper region so that the lower headlamp part emits faint light.

    When Hitler gained control of Germany in the 1930s British society began receiving civilian war preparation training before World War II began. The rise of German bombings along with the potential threat of poisonous gas forced the government to distribute over 44 million gas masks to civilians during the time period between 1938 and 1939.

    From 1 September 1939, ‘Blackout’ was enforced. People used curtains together with paint and cardboard to limit outdoor visibility from their houses while protecting their offices and industrial spaces and shops from enemy bombing use. Failure to comply would result in householders receiving fines.

    The Israel Civil Defence Law from 1951 requires residential and apartment building owners to build bomb shelters. The Israeli population has participated in air raid siren awareness training since the beginning of the last century. A major amount of Israeli citizens spent extended durations within shelters during the Lebanon War of 1982.

    Throughout the war Ukrainian authorities successfully maintained adequate functionality of authorities and essential service providers through digitalized public services despite civil defence disruptions to normal movement and access to critical resources. The accessibility to banks coupled with ATMs through digitalization enables residents to purchase essential goods and vital services from hospitals to educational institutions to continue operating.

    Psychological Impact

    As a primary principle civil defence functions through citizen protection of their fellow citizens yet the prospect of attack creates severe psychological distress which negatively affects the public.     M R Narayan Swamy recounts that authorities dug L-shaped trenches by the two-room government flats of Netaji Nagar in south Delhi during 1971 for defense against possible Pakistani air strikes.

    The security warning leads individuals to experience both higher levels of stress and more uncertainty. At least two Israeli generations have been born under wartime conditions while using bunkers for taking shelter.     The Ferozepur Cantonment area of Punjab conducted a blackout exercise on Sunday to recall community members about the 1971 war Pakistan launched against the region.

    The 244 civil defence districts participate in a planned drill centered on strategic locations while targeting border areas. The security drill prepares individuals to respond swiftly with effectiveness in genuine emergency situations.
