President Rule Article : Manipur entered President’s Rule this evening as a result of continuous violent unrest lasting two years during a time when the state faced a constitutional crisis. Chief Minister N Biren Singh stepped down just days before Congress threatened a no-confidence vote and floor test in the state. President’s Rule has been imposed eleven times throughout the history of the state starting from 1951.

The office of President Droupadi Murmu determined through information received from Governor Ajay Bhalla and additional reports that “a situation has arisen in which the Government of that State cannot be carried on in accordance with the provisions of the Constitution of India”.
The Center brought down the government when state BJP leaders could not decide on a chief minister and the state legislature remained unable to convene.
The state experienced major factionalism which led Biren Singh to resign from his position. After meeting Central leaders in Delhi he presented his resignation to the Governor.
Sambit Patra who serves as the BJP northeast in-charge met with Imphal-based party MLAs to discuss the situation but sources indicate their discussions led to no decision after showing initial promise on that Tuesday.

After Prime Minister Narendra Modi returned from his visit to the US the BJP sought to select a new Chief Minister.
During this period of delay in state assembly meetings the constitutionally permitted establishment of six months approached expiration.
President Rule: The Constitution under Article 174(1) dictates state legislative bodies must gather no longer than six months following their previous session.
The last meeting of the Manipur state Assembly took place on August 12 of 2024. The budget session of the assembly scheduled to start on Monday eventually ended in postponement indefinitely because the Chief Minister along with his ministers resigned from their positions.
The state assembly needed to be convened by today because President’s Rule needed to take effect in the evening.
