Badlapur school sexual assault case: Bombay High Court has recently taken suo motu cognisance of the gang rape of two girls in Badlapur after mass protests; the Maharashtra State Commission for Protection of Child Rights has called for special branches or ‘mini-police stations’ for women and children. In view of the violent protest against the incident of sexual assault in Badlapur, Maharashtra the Cabinet Minister and Guardian Minister of Mumbai Suburban District has launched certain important directions for protection of women and children.
In a recent press release, Lodha said that from September 1, all girls in all Industrial Training Institutes across Maharashtra will be trained in self-defense as well as girls in schools and colleges in the Mumbai Suburban district.
Suomoto cognisance has also been taken by Bombay High Court in the case of the sexual assault on minor girls in a School at Badlapur.
Minister of State for Women and Child Development Krishna Raj wrote in her letter, “Government, administration, and our society are worried with the raise in the crime against women and children. The incident that has taken place in Badlapur has given public suggestion for prevention of such incident. This kinds of incident happening because negligence towards women safety.
He said, “With this in mind, directions have to be issued to all educational establishments ranging from nursery to post graduate level, in the Mumbai Suburban area; schools, colleges and other institutions have also to ensure that the staff appointed by them are adequately checked to prevent any such mishap to happen and every one must be careful. ”
He went on to direct, “All areas of the school compound with the exception of wash rooms should be under coverage by CCTV cameras There should be installation of such cameras and their safety and efficiency should be monitored by beat marshals or police patrol. ”
Additionally, “There must always be a female member of staff supervising outside the girls washrooms more so, no male member of staff should be allowed to clean washrooms used by underage girls and girls in the tenth grade, such should be assigned female cleaners”.
In the guidelines, Lodha also recommended ‘to ensure a female staff member is always in buses, taxis and vans used for students’ transport… Police verification of the sanitation staff working in schools’.
He went further and said, “What the schools should do is offer self defense to girls and this should be facilitated by local NGOs. ”
Informing children/students in the instances where there is an emergency in the school, the children/students should be encouraged to report the incident to the 1098 helpline number Posters in this regard should be placed in schools. In every school, there should be a separate committee of female parents Following the safety measures, a monthly meeting of this committee should be held to address issues concerning girls All schools and colleges should ensure that they display posters on the premises informing the women and girls about the 181 helpline.
